Turkish Airlines 'Pet Import Document' Confusion

On January 7th at 01:45 AM, I had a flight with Turkish Airlines to Tabriz, Iran. Around 11:00-12:00, I went to the G29 counter to check in my luggage and my dog. My documents were complete: 1- Vaccination card with all vaccinations done, 2- Rabies vaccine over 30 days old, 3- Approval from the Ministry of Agriculture and Forestry, 4- Microchip, and my 5-year-old Pomeranian dog weighing less than 2 kg. A tense gentleman was sitting there.

I handed over all the documents upon request. They told me I needed an import and export certificate for Iran. I had taken my dog to Iran before, and even in the last 10 days, my friends had taken their dogs to Iran and returned two days ago.

No one had asked for such a document. Even on all websites and the Turkish website itself, there is no such document required for Iran. We also checked Iran's official website, and there is no such document required for importing dogs. These people insulted me and told me to talk to whoever I wanted, but they had the final say.

I called the support line at 08503330849 twice, at 23:14 and 23:46, and put the call on speaker. I asked if such a document was needed to take a dog to Iran, and Turkish Airlines' support said no. But the person at G29 insisted that this document was necessary. No printed notification or valid site link was shown to me regarding this requirement. They did not show me any document proving that such a document was needed to take a dog to Iran. It felt like this person did not want to allow my dog to go to Iran because they were in a bad mood, perhaps having a bad day. No one gave a correct answer. In the end, because I couldn't get a correct answer, I had to change my ticket for 3 more days. Now, even if I go to the consulate on Monday to get this document and they tell me that such a document is not needed to take a dog to Iran, what should I do? I asked 5 reliable websites and some people who recently took their dogs to Iran, and they also did not require such proof.

I was spoken to inappropriately, and at one point, they said this law was for a specific country, then I said I needed it for Iran, and then they said this law was for Tabriz, not Tehran. Is it possible for such a law to exist for two different cities in the same country? If such a law exists, shouldn't it be announced on Turkish Airlines' website and when purchasing a ticket for a pet, even by the General Directorate of Food and Control of the Ministry of Agriculture and Forestry?
