THY Did Not Allow Me to Use My 33 Kg Baggage Allowance

When I went to the baggage drop/check-in point in Brussels with my spouse, I showed my bags and asked if I could take them with me. They said I could. I asked them to weigh my bags to avoid any issues, and I put one on the scale. (The bag I put on the scale is the one that the ticket control officer at the boarding point said exceeded 8 kg and for which I was charged ₺130.) Despite my bag being weighed and our other bags being seen at the check-in/baggage drop point, I was told I could enter the plane this way. I asked for a hand baggage tag for my suitcase and bags, but they said it wasn't necessary and that the tag from my previous trip would suffice. When I got to the boarding gate, they weighed my suitcase again and said it exceeded the allowable limit. At the boarding gate, they charged me ₺130, and instead of allowing my suitcase in the cabin, they sent it to the plane's baggage hold. Meanwhile, I have a 33 kg baggage allowance that I did not use. If my bag's weight was not suitable, why was I told I could take it with me? If I had been told my bag was not suitable for the cabin, I would have handed it over to the officer as checked baggage, which was my intention when I went to the baggage drop/check-in point. Here, I am facing a violation of my rights by not using my 33 kg baggage allowance and paying extra. At this point, I was victimized by the boarding gate team. Despite the issue not being my fault, ₺130 was charged to me, which is not fair. You are both sending my suitcase to the baggage hold and not allowing me to use my 33 kg baggage allowance while charging ₺130.
