Pet Travel Issue on Istanbul-Warsaw Flight of Turkish Airlines

I want to join the Istanbul-Warsaw flight with THY on 11.01.2023. My pet has all the necessary documents and needs to travel in the cargo section, not in the cabin. When I tried to check through various channels if my pet could be added by making a reservation without buying a ticket, they said they couldn't get approval. It's not a banned breed and has all the documents, but I can't get information on why approval can't be obtained. Customer service can't provide me with an alternative research method, and the WhatsApp line and ticket sales offices don't have more information beyond not being able to get approval. When I conveyed my issue through the website, they responded by copying and pasting the pet transport rules. I really want to speak with someone authorized and knowledgeable on this matter. While many of my friends in similar situations have been able to fly with their pets, I want to understand why I can't.
