Flight Safety Violation on Turkish Airlines Flight

I would like to share an incident that happened on my THY flight and seek your assistance on how to properly file my complaints and which authority to contact. Flight safety announcements and cards in all airlines state that mobile phones should be used in airplane mode. On December 28, 2023, during my Adana-Istanbul flight, I was seated in seat 22F. A lady of Arab descent next to me continued to have a video call with a male friend, I assume, even after the 'pushback', 'taxi', and 'takeoff position' announcements. I warned her during taxiing and at the runway entrance. She rudely told me in broken Turkish, 'You can't interfere, mind your own business.' Since the cabin crew were in their positions, I could only inform the cabin crew member who came by during the service. I asked him, 'In the pre-flight announcements and on the safety cards, it says that mobile phones should be used in airplane mode. Does using a mobile phone without airplane mode pose a risk to flight safety?' He replied, 'Although it's not definitively proven, there's a possibility.' I asked him to warn the lady. Meanwhile, the lady claimed that I was problematic and that I couldn't interfere. The cabin crew member offered a solution by suggesting, 'If the issue between you continues, I can change your seat.' At the end of the flight, I disembarked late and explained the situation to the cabin supervisor, even mentioning that she was fiddling with her phone on WhatsApp over Sakarya, and stated that I would report this to THY. I wrote a detailed report through THY's feedback channel. I then asked them to answer the following questions: 1. Does talking on a mobile phone without airplane mode pose a risk? 2. If not, why is this information included in your flight announcements and safety cards? 3. If not, can I use my phone without airplane mode on my future flights? If this passenger posed a risk to flight safety, even if it's a one-in-a-million chance, will you issue a reprimand or ban against the passenger? THY's response: We are very sorry for the unpleasant situation you experienced. To prevent similar incidents as you mentioned in your message, we at Turkish Airlines strive to fulfill our duties to the highest extent. However, from time to time, some undesirable situations may occur due to reasons beyond our control. This situation is as regrettable for us as it is for our valued passengers.
