Pet Smart Sent 1 Item Instead of 10, Misleading Payment Explanation

I placed an order for 10 items from Pet Smart and paid in full, but I only received 1 item. When I contacted the company, they claimed the payment I made was for shipping, not the product itself. This makes no sense, as there was no warning during the purchase process about the items being out of stock or limited in quantity.
The representative I spoke with on the phone suggested the items might have been unavailable, but this was never communicated at the time of purchase. This experience has left me feeling misled and frustrated. I demand a clear explanation and either the delivery of the remaining items or a full refund for the incorrect charge.
