Unfulfilled Domino's Pizza Delivery Issue

I did not receive the pizza that was supposedly delivered through the Domino's app at 11:56 PM. When I reached out to customer service in the early hours of the morning, I was given a guarantee that my delivery would arrive within 15 minutes. Nevertheless, despite the passage of 15 minutes, the order had not yet arrived. When I called again to cancel the order, I was redirected to another number. When I called the number to cancel my order and get a refund, the representative told me that they couldn't process the refund. They insisted that the order would still be delivered to my door and suggested that I could reject it for a refund. I explicitly stated during their call that I no longer desired the order. I'm not sure if the refund will be processed. Waiting for 1.5 hours without receiving any pizza is incredibly frustrating.
