I Paid All Taxes on Booking.com but Was Charged City Tax Abroad and Got No Refund

I booked an international hotel stay through Booking.com, and the payment confirmation clearly stated that all taxes were included. However, when we arrived at our first destination, the hotel still charged us a city tax on top of what we had already paid.
I immediately contacted Booking.com customer service and explained the situation. They asked for documentation, which I provided right away. At first, they seemed willing to help, giving the impression that they would resolve the issue quickly.
But it’s been over two weeks now—and I’ve received no response, no update, and no refund. I did everything by the book and followed their instructions, but they’ve completely gone silent.
Booking.com, I expect my ₺ refund immediately. If you advertise all taxes included, then you need to stand behind that and reimburse customers when local fees are wrongly added.
