Turkish Airlines Delayed the Compensation of My Baggage

During my flight TK0633 from IST to NDJ (Africa Chad), my luggage was lost. At NDJ airport, I filled out a lost baggage form at the THY office to officially report it. After numerous phone calls with THY (a challenging task under African conditions), I was informed that I could cover my urgent needs and submit the receipts for reimbursement by THY. I tried to manage by purchasing my urgent needs from local markets and stores under African conditions. After 11-12 days (during which I went to the airport by taxi for each incoming flight to check for my luggage), my luggage was finally delivered to me, and I collected it from the airport at night. Due to the conditions in Africa (lack of computer, internet, scanner, etc.), I couldn't upload the receipts for my expenses to the system. After returning to my home country, I uploaded the necessary documents and initiated my claim. However, THY informed me that they would not process the payment because I didn't submit the claim on time. I am now at a loss due to my inability to claim on time given the geographical challenges I faced.
