Tickets.com.tr Does Not Pay Back Flight Fee

I couldn't catch the flight because nobody told me that the departure airport had changed. The Consumer Arbitration Committee decided that the flight company has to give the customer their money back for the flight. But the airline told me that they gave a refund for the flight cost to the travel agency. Even though I made a request on the travel agency's website and sent two emails, they are refusing to give me a refund for the flight fee.
