Booking.com Charged Me for a Rental Car in Sarajevo I Never Received

On July 7th, I rented a car from 387 Rentacar in Sarajevo through Booking.com, and my credit card was charged ₺9,816.25. Despite arriving at the office on time to pick up the car on July 20th, it was never delivered. Since then, I've contacted Booking customer service numerous times, emailed six times, and opened a case with customer relations. However, each time, I receive only automated responses and am constantly prompted to "create a case with customer relations." Calling me is equally unhelpful; I'm directed to the car rental company, who either refuse to answer or refuse to assist. I've also contacted my bank to dispute the transaction. Despite all these efforts, I still haven't received a refund of my ₺9,816.25 and Booking.com has offered no concrete solution. I demand a cash refund.
