Complaint About Yapı Kredi Bank

I am a customer of Yapı Kredi and I use an individual credit card. About a week ago I tried to make a purchase of approximately ₺470 with my credit card, but the transaction was declined. I received an SMS from the bank stating that the transaction was not approved and that, according to a new BRSA decision, I have to pay only the minimum amount for three consecutive periods and then pay the full statement balance for one period. However, I was not given clear and precise information about since when this BRSA regulation has been in force and since when the bank has been applying it. If I were in a position to pay my debt in full every month, I would not have to rely on a credit card. Despite this, such a restriction has been imposed and it has put me in a very difficult situation. In my calls with customer service, I was given the same answer each time and no flexibility or solution was offered. On top of that, I was informed that a new credit card would be sent to me even though I am unable to use my existing card at all, and I do not understand the point of sending a new card under these conditions. Due to this restriction, I have effectively not been able to use my card for about a week, and the declined transaction of around ₺470 has directly caused me victimization. I request that my grievance arising from the non‑approval of this payment be remedied, that I be provided with a written and detailed explanation of from which date the BRSA decision has been valid and how Yapı Kredi has implemented it, and that this restriction be reviewed in a reasonable way so that a solution is produced to make my card usable again.
