Booking.com Refused Refund After Travel Ban to Montenegro

On September 25, I made a reservation through Booking.com for a stay at Historic Boutique Hotel Cattaro in Montenegro for December 12–14 (Reservation No: 5752****34). I prepaid for the booking with my credit card, totaling $332.

However, due to Montenegro’s newly imposed ban on visa-free entry and the ongoing situation in the region, I am now unable to travel. This issue is entirely the result of the country’s new regulations—it has nothing to do with me personally. I requested a refund to resolve the situation, but Booking.com rejected my request both by email and over the phone, stating they could not assist me.

Despite showing good faith by paying in advance, I am requesting a refund under these extraordinary circumstances or, at the very least, the option to make a new reservation of equal value at no additional cost.
