Booking.com Charged Me for a Service I Didn't Use

I am writing regarding reservation number 781675888. Unfortunately, Booking.com did not assist me even though they charged me for a service I didn't use. If my complaint is not resolved, I will close my Booking.com account and share my negative experience with everyone around me. On December 5th, I made a car rental reservation for Budva pickup, to be delivered on December 8th at Podgorica Airport. However, they changed it during delivery, and I couldn't receive the service. They also mentioned that I would not be eligible for a refund. I urgently request a refund and resolution of this issue.
