H&M Order Not Placed But Money Deducted From My Bank Account

I made a purchase from the mobile application of the H&M store on 07/05/2023, there was an error and my order did not enter the system. When I bought the products for the second time, the order was fulfilled and the products arrived. However, although the order was not created in the first transaction, of course, the money was deducted from my debit card. I have spoken to my bank and a refund has not yet been made. Since May 7, I've been calling whenever I can, and I've waited on the phone for 5 minutes or sometimes 30 minutes. I went to the store, they were told we can't do anything here, they've said ''you should call or send an e-mail''. I sent an e-mail, the answer is still the same, we are very busy, we can not return. I guess they don't know that it is a crime not to provide a service in the exchange money and not to refund the money. Hm can not be reached through any channel and I want my money back in the amount of 850tl. I have seen other complaints made for the date 07/05/2023, their problems have been resolved, if mine is not resolved, I will file a complaint.
