Google Play Denied Refund for Unauthorized Toptop App Transactions
On April 14, 2026, unauthorized charges were made through the Toptop application, which my spouse downloaded via Google Play, using Paycell mobile payment linked to my Turkcell line. A total of 13 transactions were processed without our knowledge or consent, each amounting to approximately $94. This resulted in a significant total charge, even though the application was deleted immediately after download and never actively used.
Regarding these transactions, I submitted dispute requests through Google Play using request IDs 0767-8101-8179 and 7892-0489-8322. However, I received a negative response stating that they could not confirm fraudulent activity. At the same time, when I tried to file a dispute through the Paycell application, I found that there is no clear dispute process or guidance available. When I contacted Paycell customer service, I was informed that they do not have a formal dispute procedure for such transactions.
My Paycell app is up to date, and I have never encountered such an issue before. All of these transactions were carried out entirely without my knowledge or consent, and there is no explicit approval from me. I request that the financial loss caused by these unauthorized charges be resolved, that Paycell urgently implements a transparent and accessible dispute process similar to banking systems, and that these transactions be re-investigated in detail. I also request that the Google Play team review my case again based on the provided request IDs.
A total of 13 unauthorized transactions worth approximately $94 were made through the Toptop application. I objected to these transactions through Google Play using two request IDs, but my requests were rejected. In the Paycell application, I was informed that there is no objection process, and customer service also stated that there is no official procedure for such cases. I request that this situation be corrected and that my losses be compensated.
