Epson L3070 Printer E11 Error and Costly Software Requirement

I encountered an E11 error (Ink pad requires service. Contact Epson) on my Epson L3070 printer. I called Epson customer service, but since there is no Epson service center in my city, they gave me the number of the nearest service center. After discussing with the service center, I explained that I had removed the pad and replaced the felt, but the error persisted. They informed me that software installation was required, which must be done directly at the service center and costs ₺600. Additionally, the shipping cost for sending and returning the printer is approximately ₺500-₺600. Why is Epson charging for software that should be free? Do we really have to pay an average of ₺1200 for a simple software support that should be provided at no cost?
