Turkish Airlines Business Class Upgrade Issue

On October 19th, at 04:05, we checked in at Carsamba Airport for our Turkish Airlines flight from Samsun to Istanbul. We requested an upgrade to business class. After asking for our ID, the agent upgraded someone else's ticket instead. When I pointed out the mistake, they said they would cancel the transaction and that the refund would be processed within a week. However, our card was charged twice, and no refund has been made within the specified time. When we contacted Turkish Airlines, they advised us to submit feedback and said they would respond within 14 business days. It has been almost 2 months now, and every time we call, they assure us the issue is marked as urgent, but there has been no resolution. Despite the evident mistake in the transaction summary, they have not refunded our money.
