Turkcell Charged Me ₺250 for Cyprus Roaming Without Proper Activation Notice

I went on vacation to Cyprus, and my mobile carrier is Turkcell. After entering the country, I received the following message: "We wish you a pleasant trip in Northern Cyprus. In this country, you can use the remaining SMS and internet from your domestic tariff for ₺250 per day; you can use your minutes for calls to Turkey and within the country you're in, as well as for all incoming calls. Calls to other destinations are charged at ₺4.04 per minute. You will not be charged on days you don't use it. This feature is valid until 24:00 Turkish time and does not apply to domestic extra packages. The charging period is 60 seconds for calls and 1 MB for internet usage." Then I made a 30-second call (an actual 30 seconds, not a rounded figure). However, the message I received afterward was as follows: "On 30.09.2024 at 08:00 Turkish time, your 'Tarifen Yurt Dışında Geçerli' feature, which is activated for ₺250 per day, allows you to use your domestic minutes, SMS, and internet until 24:00 Turkish time. It does not apply to domestic extra packages. Your minutes are valid for calls to Turkey and the country you're in, as well as for all incoming calls. Calls to other destinations are charged at ₺4.04 per minute. Once your domestic package is exhausted, you will continue with automatically renewed ₺90.79/1 GB, ₺90.79/100 minutes, and ₺2.02/SMS packages up to 30 times." When I called 532 and explained the situation to a representative named A***, he told me that the first message said the tariff would be activated after the first usage. However, as you can see, there is no such information. I request a refund for the charges and, at the end of this, I promise to transfer my line to another provider.
