Samsung Galaxy Watch 4 Strap Peeling

I took my Galaxy Watch 4 to the authorized Samsung service center in Antalya today since the strap was peeling and discolored. It's just been 9 months, but seeing the strap in this condition really bothered me, especially because I use all Samsung electronics. The service center explained that the watch would need to be formatted. I indicated that I had no problems with the watch itself, only the strap, and that I did not want it formatted. However, they insisted on formatting to ensure that the strap would fit the watch, which seemed ludicrous. I've previously experienced issues with this service facility when dealing with my phone, which has yet to be repaired despite receiving a notification indicating that it was ready for collection, prompting me to push the situation to consumer rights authorities. Now I am curious. Is it logical to format the watch solely for the strap issue? After all, a strap decaying like this after 9 months is considered a "defective product sale," and I do not want to suffer the brunt of it again. What's the point of these service centers if I have to pay more for a replacement strap? I want my watch's strap replaced under warranty. If the problem is not remedied, I intend to submit complaints with CIMER and the Consumer Arbitration Board.
