Poor Service, Unwanted Credit Card Offers at ING Bank

My current credit card is from ING Bank, and my previous card had a very low annual fee. They called to inform me that their contract with Pegasus had expired, and they sent me a new card with a higher annual fee. The new card has an annual fee of 580 TL and a limit of 1800 TL. They pushed this high-fee card on me, claiming that the fee would not change. Credit card fees, on the other hand, are illegal, and I'm demanding a refund. I'd like to cancel the card as well, but they won't let me. I'm trapped with the bank, unable to escape. Please assist me in escaping from ING Bank. Please help me, someone. Please save me from this ING bank nightmare. The situation is very frustrating, as the bank is forcing me into a high-fee credit card that I never wanted, and they refuse to honor my cancellation request. I need to get out of this ING bank situation.
