ING Overcharged For Disney Plus Subscription

I tried to buy a yearly subscription from Disney Plus. Despite the stated ₺649.99 annual fee, a total of ₺695.71 was deducted from my ING Bank card. Upon contacting customer service to address the charge, they explained that the additional amount had been deducted as a commission by the bank and suggested that I reach out to them for further assistance. Upon contacting the bank's call center, they refuted any claims of charging a commission and provided clarification that Disney Plus had billed in dollars, which varied based on the exchange rate. Feeling exasperated, I decided to cancel my membership. I am extremely frustrated with Disney Plus as they have only refunded ₺638.61, and now my bank is withholding the rest of my money and refusing to issue the full refund!
