Hotels.com Reservation Not Honored at Hotel - Demand for Refund

On July 18 at 21:45, I made a reservation through Hotels.com and went to the hotel at 23:00. I was told that my reservation was not found and that their check-in time is until 21:30. However, I made the reservation at 21:45, so the system should not have accepted it if they had such a policy.
The hotel did not accommodate me, and my money has not been refunded. I demand that my payment be returned to me. This is an unacceptable situation, and I expect a prompt resolution from Hotels.com for their failure to honor my reservation and the inconvenience caused.
