Hotels.com Hilton Podgorica Reservation Not Refunded After Visa Issue

I made my reservation number 72066894285522 on Hotels.com to stay at the Hilton Podgorica Montenegro hotel between December 24 and December 28. However, due to recent developments between countries, I was unable to obtain a visa and therefore cannot make my trip. For this reason, I requested to cancel my reservation and receive a refund. I contacted both the hotel representative through the Hotels.com application and Hilton Turkey customer service, but both parties stated that the reservation was non-refundable and could not be canceled. However, I did not book a non-refundable package, and I expect flexibility in cases such as being unable to obtain a visa due to force majeure. I request that this issue be resolved and my payment refunded.
