Trouble Accessing Bucharest Properties on Booking.com

We arrived in Bucharest with reservation number 4894380131, but the host is unresponsive and we are unable to enter the property. Our check-in time was 1:00 PM, but the host said we could enter at 2:00 PM. We waited until then, but still received no response. We ended up stranded on the street. This is the first time we have encountered such an issue. We request an immediate resolution and at least a refund, as Booking.com has provided no assistance. We paid for a service we did not receive.
