My Western Union Dollar Transfer Stuck

On June 11, 2024, I sent dollars from Uzbekistan to Turkey via Western Union. For two days now, the recipient has been unable to withdraw the money through mobile banking. When they called customer service, they were told it was a special transfer that needed to be collected at a branch. However, upon visiting the branch (in Isparta), they were informed that there wasn't enough cash available, and even if there was, they could only provide Turkish Lira at an exchange rate of ₺31 per dollar. I've sent dollars many times before, and we've always been able to withdraw the money easily through mobile banking. Now, not only is the app giving errors, but they're also asking us to come to the branch, offering a low exchange rate, and saying they can't provide the full amount. I'm filing a complaint and demanding immediate resolution to this issue, otherwise, I'll have to pursue legal action.
