My UPS Package Has Not Been Delivered for a Week

My shipment sent via UPS Turkey with tracking number 1ZE095E66820806296 has not been delivered for about a week. This package, which is supposed to arrive at the Üsküdar Kirazlıtepe address, has not been accompanied by any notification to me—no calls or messages have been received. In the evenings, I contact my shoe company to find out about the status of the shipment. According to the information I received from them, the delivery person named B*** C*** D*** comes in front of the building and leaves a note saying “building closed” without calling us, then leaves. This situation has happened twice, and I still have not received my product. Moreover, I paid (₺10,000 by credit card) for one of the only two remaining items of this product in Turkey. I urgently request UPS Turkey to deliver my package, provide me with an official response, and initiate the necessary investigation regarding the relevant personnel.
