Turkish Airlines Ticket Refund Issue and Fee Deduction

On Friday, March 1st at 21:43, I purchased a ticket from Anadolu Jet for a flight between Ankara and Diyarbakir. I realized I had booked it for March 8th instead and called immediately within 2 minutes to request a change. They said they couldn't do it. I then asked for a refund. They informed me that there would be a deduction of 106₺ per passenger for the refund. I agreed, but today I saw that 106₺ was refunded separately to my account. Are you kidding me? How can there be such a deduction or refund fee? I believe the customer representative I spoke with made a mistake. I provided feedback and they said it was done with my approval, but can 808₺ be deducted from a 915₺ ticket? What is the content of such a fee deduction? How can there be such a penalty?
