HP Laptop Faulty Out of the Box. "Boot Device Not Found" Error

I purchased an HP laptop from HP for ₺14,799 on October 22, 2023. The product arrived defective, showing a "Boot Device Not Found" error. I contacted them on February 2, 2024, and the laptop reached the repair center on February 7, 2024. Despite my entitlement to a replacement within 10 business days, they refused to provide one. Upon realizing my right to a refund, I emailed h************@hpdestek.com. They responded that the mainboard was on its way and assured me the problem would be fixed upon replacement. Concerned about further issues, I asked about the process if it fails again after mainboard replacement. They assured me it wouldn't be sent without being sure of the repair and promised to support if issues persisted. My laptop returned from repair on March 14 after nearly 40 days without a replacement, and by April, it resumed showing "Boot Device Not Found" and making noise. In a June 13 call with customer service, despite acknowledging they sent a faulty product, they offered no support and hinted at a fee for the repair period nearing 40 days. I demanded a refund, highlighting HP's responsibility for the RAM and mainboard, purchased together. Refusing repair, I will also file a complaint with the Consumer Arbitration Board. The empty box needed for repair by June 13 hasn't arrived; when it does, I demand a refund.
Dear Sir/Madam, We would like to provide you with some information regarding the complaint our customer Emine D. has posted on your website. The product was received by you for inspection purposes, and I was informed that a refund would be issued unless there was a problem with the RAM. When I spoke with the technical service a few days ago, they stated that there was no issue with the RAM and that they planned to replace the motherboard. Since the necessary inspection has been done, while I was expecting my refund, I received a message that the product had been shipped back to me. Since you cannot resell a defective product, I assume you are constantly trying to send it back to me. This device was under inspection, not repair. Repairing and sending it back to me was done entirely without my consent. I will file a complaint due to your actions without asking the consumer's request and managing the process in this manner. I absolutely do not accept receiving this so-called repaired defective product. I want a refund. This defective product remained faulty for 2 months initially, then stayed in repair for 40 days, and then remained faulty again for 2 months. I called customer service many times. It is a non-functional, time-consuming product that constantly leaves the consumer stranded, and I do not accept it.
