Hotels.com Refuses to Provide VAT-Compliant Hotel Invoices

19

I booked stays through Hotels.com for Grand Hotel Sofia between 13 and 15 August 2026 and for Intercity Hotel Dortmund between 17 and 18 September 2026. For both of these bookings, I urgently need proper VAT-compliant invoices so that I can submit my expenses to my office accounts department for reimbursement. Hotels.com has only provided simple receipts that do not meet European VAT invoice standards. These receipts do not contain the elements that a normal hotel invoice would, such as the necessary VAT details and proper issuer identification. When I contacted Hotels.com customer service several times via live chat and by phone on their Ireland number, different representatives all gave essentially the same answer. They stated that Hotels.com is not a European company, that they do not have their own VAT number, and that they cannot include their address on any invoice they issue. In practice, this means they refuse to issue a VAT-compliant invoice for my bookings, despite the fact that these were hotel stays within the EU and I booked and paid through their platform. This situation puts me in a very difficult position with my company because the receipts provided by Hotels.com are not accepted by our accounts department and I am currently unable to be reimbursed for the accommodation costs. I am asking Hotels.com/Expedia to either issue proper VAT-compliant invoices for the stays at Grand Hotel Sofia and Intercity Hotel Dortmund, or to provide an alternative acceptable solution so that I do not suffer a financial loss due to the lack of valid invoices for these bookings. As supporting evidence, I am attaching the receipts that Hotels.com issued for both stays, which show the current non-VAT-compliant format.
