Booking.com And Budget Refused Refund Despite Government Travel Ban

I booked a Kia Picanto through Budget via Booking.com for Mytilene between 17 April 2026 and 19 April 2026, under reservation number 740921561. I paid approximately ₺2000 for this reservation. On 16 April 2026, one day before my trip, the ferry company called and informed me that, by decision of the Greek government, the ports were closed and entry and exit were prohibited. Due to this official decision, which was completely beyond my control, I was unable to enter the country and therefore had to cancel my trip and the car rental. In the conditions of my reservation, it was stated that a refund would be made if the reservation was cancelled at least 48 hours in advance. However, since the government’s ban was announced only 24 hours before my departure, it was impossible for me to meet this 48‑hour requirement. I explained this situation to Booking.com by email and also requested a date change, but my date change request was rejected and no refund was made. Thus, I was charged for a vehicle that I could not physically use due to an official travel ban. I find it unfair that, despite this extraordinary and documented situation, the policy was applied rigidly and entirely to the detriment of the customer. I request that the approximately ₺2000 I paid be fully refunded, or at the very least that a solution be offered in favor of the customer, such as a flexible change or credit, so that I am not obliged to pay for a service I was unable to use due to an official government decision.
