Luggage Wheel Damage Repair Issue of Turkish Airlines

THY dismissed my damaged luggage by saying 'The damage is minor, you get it repaired and we will pay.' I had to go from one repair shop to another. 3-4 repair shops refused to issue an invoice. One of the repairmen had previously been contacted by THY saying 'how can this invoice be so high' and therefore did not want to do the job upon hearing it was for THY. Fortunately, I finally convinced someone and got my invoice. However, THY wanted to pay the repair cost of my broken luggage 1.5 years later. I asked for the exchange rate difference but they did not accept. Even the THY call center staff said 'Payments usually don't take this long.' Additionally, if there is too much damage to the luggage, they require a non-repairable report and the invoice of the luggage, which is a completely separate hassle.
