TEB Unauthorized Transaction and Communication Issue

During an overseas purchase attempt with my TEB card, the transaction was declined by the merchant, yet the amount was still deducted from my account. While the successful transaction is recorded, the declined transaction does not appear in the merchant's system. Despite reaching out to TEB representatives for days, I have not received any response. My issue remains unresolved, and I am unable to effectively communicate with my bank. If this matter is not addressed promptly, I will escalate the issue to the Banking Regulation and Supervision Agency (BDDK) and file formal complaints. I kindly urge TEB to resolve this issue and refund the deducted amount immediately.

Refund of the Amount Withdrawn in an Overseas Transaction
During a purchase I made abroad with my TEB card, the transaction was rejected by the store, yet the amount was still withdrawn from my account. I am trying to resolve the issue by contacting TEB, but I am experiencing incredible difficulty at every stage of the process.
No communication method other than phone is offered, and reaching out by phone from abroad is both costly and quite difficult. When I attempt to communicate via email, I do not receive any solution-oriented responses to the emails I send to the address called "TEB Customer Satisfaction First." This situation raises serious doubts about how much importance is given to customer satisfaction.
I somehow managed to call customer service by loading credit, and I was told that the issue would be resolved within 31 days. However, despite this period having passed, there has still been no progress, and I have not been provided with any information.
I want the issue to be resolved, and I am very uncomfortable with having to put in so much effort for such a simple transaction. It is unacceptable for an institution like TEB to provide such an experience to its customers.
I kindly request that the necessary actions be taken urgently.

I've been trying to reach you for weeks and still haven't received a response. How can a bank not notice a wrong transaction and return the money? What did you do with that wrong money?
