Bad Customer Service of Skyscanner (Air Serbia Flight)

My flight with Air Serbia got canceled out of nowhere, and the middleman agency, Gotogate, is taking forever to process my refund. There ain't no customer service rep available even on the search site, Skyscanner. When I called Gotogate, they informed me that the request had been sent to Air Serbia, and now we're awaiting their response. They didn't give a specific time for when the refund would be processed. But when I reached out to Air Serbia, they redirected me to Gotogate, saying they were the ones in charge. It's like being stuck in a never-ending cycle. Since Gotogate doesn't have an office in Turkey, I can't even bring this issue to the Consumer Court. I can't decide what's more upsetting - not getting my money back, the other losses from the canceled trip, or seeing my children's dreams crushed.
