Revolution Eyeliner Fine Tip Still Dry After One Week

The Revolution eyeliner I purchased from a Watsons store had a dry fine tip on the very first use, making it completely unusable. Even though I closed the cap properly, the fine tip has not worked correctly since day one.

There is no issue with the thick tip, which works normally. I do not believe this is user error, such as not closing the cap properly. It’s understandable if a product doesn’t perform perfectly on the first stroke, but a full week has passed and the fine tip still performs exactly the same way.
