I engaged with Esen 09 Insurance Mediation Services Ltd. in Aydin, Turkey, to renew the comprehensive coverage policy for my vehicle with license plate 09SS121, acquired through Ray Insurance on April 26, 2023. I received a renewal offer for 8,890 TL, and based on the agency owner's statement, "credit cards are not accepted; the price must be paid upfront," I made a payment via EFT to the account of the agency owner, Yusuf Es**. Upon the receipt of my payment of 8,890 TL, Ray Insurance issued policy number 958913283/0 in my name through the agency. My vehicle with license plate 09SS121 was sold on July 14, 2023, in accordance with the Vehicle Sales Agreement. On July 26, 2023, the existing comprehensive coverage policy was canceled by Ray Insurance due to the "Cancellation Due to Sale" endorsement, and they indicated a refund of 7,716.28 TL would be made to me. As the payment was not received, I lodged a complaint with the Insurance and Private Pension Regulatory and Supervisory Authority on August 22, 2023. On September 13, 2023, I received a response stating that the necessary warning and information regarding the refund would be conveyed to the relevant agency. Despite having paid for this service upfront, Esen 09 Insurance Mediation Services Ltd. processed the payment to Ray Insurance in installments on a personal credit card. As a result, the 7,716.28 TL refund from Ray Insurance was deposited into the agency's account. As of today, Yusuf Esen, the owner of Esen 09 Insurance Mediation Services Ltd., has failed to refund the amount, offering various excuses and leaving me in a state of uncertainty.
