Yapi Kredi Bank First Sent Me a Message Promising a Troy Card, Then Rejected

I received an SMS from Yapı Kredi Bank stating that I would be eligible for interest-free cash advance up to 20,000 TL if I apply for a Troy card. I downloaded the mobile application and applied for the credit card, but I received information that the application was rejected. Firstly, it's intriguing how I can be denied a credit card when my credit score is 1900. Putting that aside, why send a message offering a credit card to a customer if you won't approve it? This behavior doesn't suit Yapı Kredi Bank at all.
