Travelup Took My Booking But Never Sent Ticket or Refund

I purchased a flight with Travelup on July 15th, and I thought everything was set because they charged my account $420 right away. But my reservation stayed in "processing" status for more than two days, and I never got a ticket. I didn't get an email or phone explaining the delay; I had to keep checking on it myself. When I eventually got through to someone, they told me it was a system mistake and that the reservation didn't go through. They said they will give me my money back, but it's now August 3rd and I'm still waiting. Every time I call, they say "it's being processed," but I haven't gotten anything back. One advisor even hung up on me in the middle of our talk when I brought up the refund.
