Debit Card Swallowed by TEB Bank ATM

TEB Bank ATM swallowed my card, and it hasn't been returned. While my father was withdrawing money, the ATM retained his card. Upon contacting the bank, we were informed that security personnel would retrieve the card and hand it over to us at the branch. However, when we visited the Ankara Gölbaşı branch, we were told the card wasn't there but at the Balgat branch. Upon reaching Balgat, we were redirected to the Ulus branch. At Ulus, they claimed not to have received the card. It's been a frustrating 15 days, and the branch manager seems only to be stalling.
