Steam Gift Purchase Restriction Blocks My $197 Wallet Balance

I have approximately $197 in my Steam Wallet, but for about a week I have been unable to purchase games as gifts for my family. When I reach the purchase step on my computer, I receive the message, “An unexpected error has occurred. Your payment was not completed. Please wait a few minutes and try again. If you continue to see this error, please contact Steam Support,” and the transaction cannot be completed.

This issue only occurs when I try to purchase gifts. I can purchase games for my own account, but when I try to buy games as gifts for my family, I am told that my account has a restriction on gift purchases. Despite contacting Steam Support several times, I have not received any explanation for why this restriction exists.
