MoneyGram Agent Forced Me to Take TL Below Market Rate for USD Transfer

MoneyGram has become completely unreliable. I went to Ozan İletişim in Zeytinburnu, Istanbul to collect a 200 USD transfer, only to be told they "had no dollars" to give me. Instead, they offered Turkish Lira at a rate of ₺37 per dollar, while the actual exchange rate was ₺38.
This is outright exploitation. Why am I being forced to take local currency below the market rate when my transfer was sent in USD? What kind of shady system is this? Is this MoneyGram’s new business model in Turkey—colluding with agents who use manipulated excuses to cheat people out of their rightful funds?
There seems to be no oversight, no accountability, and no customer protection. If this is how MoneyGram operates in Turkey, I deeply regret ever using this service. I demand a proper investigation and corrective action against these unethical practices. I want my money in the currency it was sent, not some unfairly calculated exchange.
