Hotels.com Refund Policy Does Not Permit Refunds Following Instant Cancellation.

I made a reservation through Hotels.com with travel program number 72890845634627. Despite canceling immediately, I have not received my refund. There is no customer service number available, and I cannot get in touch with anyone. I have communicated via message with the support line, and I am attaching a screenshot of the cancellation amount discussed.
If I do not receive my refund, I will escalate the issue to the Consumer Arbitration Board. I want my refund processed promptly.
