My AliExpress Order Still Not Delivered

It's been months since I placed an order on AliExpress, but it still hasn't shown up. When I attempt to track it, it seems to have vanished from the system. Tracking number: 1103226877289876. Who should we reach out to regarding this? We're having trouble getting in touch with anyone. Hey, if we're not getting the product, shouldn't we be entitled to a refund? The name of the company is hzxvogen welding store. Are they just messing around, constantly saying "it's coming, it's coming"?
