Western Union Transfer Delay From USA

My spouse sent $500 on June 24th using Western Union from the USA. But it's already June 26th, and we still haven't gotten it. The banks are claiming that their system is currently experiencing technical difficulties, and unfortunately, we were unable to access our funds. I'm not sure if we can get a refund. We're really stumped on what to do about this major issue. We need to address our problem as soon as we can.
