Telegram Needs Stronger Moderation and Zero-Tolerance Policy for Illegal Content

Since 2022, I have been experiencing security issues across Telegram in Turkey, including in public channels, groups, bots, and private messages. Because the app allows users to completely hide their identity and phone numbers, malicious accounts are able to operate freely, which creates an environment where illegal activities can spread. I have also seen posts indicating that illegal trading is taking place on the platform, and the fact that taking screenshots is restricted makes collecting evidence and filing complaints extremely difficult.

The in-app reporting and complaint mechanisms do not seem to be effective; there is no real point of contact and no timely response. For this reason, I believe that the platform’s current structure unintentionally contributes to these problems.

Identity verification and/or phone number verification should be mandatory for all users; anyone who does not display a verified identity or number should not be allowed to register.

Suspicious accounts and content should be removed quickly, and an effective, accessible reporting and complaint system should be established.

Illegal content should be met with zero tolerance, and the processes for collecting evidence and submitting reports should be made easier.

I request that these issues be urgently addressed and that concrete steps be taken to improve user safety on the platform.
