Opel Dealerships in Ankara Exploit Pricing

Hello, Some dealerships in Ankara are charging more than the listed price for cars that aren't even for sale. They want the full payment, even if it's 150,000 TL more than the list price. Others tell me the price on the list and say the car is not in stock but will be in about a month. Most Opel dealerships in Ankara and several other cities are still like this. I have registered my interest and given them my contact information, but they keep saying they will get back to me when the car arrives, but they never do. Even when I call, they don't answer. What is the brand's presence in Turkey worth if I can't get the service I paid for? I want to buy an Opel Mokka 1.2 GS, but they say that no dealership has it. They keep making excuses about why it won't come on a certain date, which keeps me waiting. Is it fair for Opel dealerships to raise the prices of cars by so much? Can dealerships raise prices as much as they want? If they can raise prices, is it legal for them to do so? Also, car lots that say the list price don't seem to have the car in stock.
