NSDL Payments Bank Account Blocked From Transfers Despite Zero-Rupee Limits

I hold a savings account with NSDL Payments Bank and for about the last two months I have been unable to make any payment, even as low as 1 rupee, to any other bank through any method. Every time I try to make a payment, the application shows a “Payment Failed” message and indicates that the transaction limit has been reached, so the transfer does not go through. Because of this restriction I am unable to use my NSDL Payments Bank account in a normal way. I attempted to contact customer support multiple times by both phone and email, but I have not received any response and my issue is still unresolved. I request that a video KYC session be initiated for my account as soon as possible and that any restrictions on my account be reviewed and removed so that I can make payments normally again. I also expect a clear written explanation of why this limitation was applied and why my earlier attempts to contact support were not answered.
