If JustAnswer refused to give you a refund even though the service was bad, send them a support email and ask for a Quality Review.
Be sure to include pictures or timestamps to show how the service failed. This leads to a second internal review, which can change the first choice.
If they still say no, you can make a chargeback with your bank or card company, saying that the digital service did not work the way they said it would.
When it's clear that a bank has failed to provide good service or is lying about performance, they usually side with the customer.
