Hertz Car Rental Deposit Refund Delay

I rented a car from Hertz Rent a Car on July 28, 2023, and I still haven't received my deposit refund. After making several attempts to reach out to the company representative and sending multiple emails to their managers, I have yet to receive a response. They state that the transaction is currently pending and should be resolved with the bank. Nevertheless, the bank assures that the transaction has been duly recorded, and the company is expected to issue a refund. Even though transaction receipts were sent via email, a refund has not been processed for 46 days. Isn't there anyone in this company who has the authority to resolve the issue?
