Garanti Bank's Paracard Mistake: Card Delivered to Stranger

I requested that Garanti Bank renew my Paracard, but despite the fact that they had my correct address on file, they sent the new card to a person whose name I am not familiar with. At this moment, I am completely clueless about the location of my card. After making contact with customer service, I was informed that PTT is the entity in charge of card distribution and that they are unable to intervene in the matter. In addition to that, they are advising me to cancel my card, as if I were ignorant of the fact that I ought to do that as soon as possible.
