Google Play Denied Refund for Unauthorized eFootball Charges — What to Do

I let my nephew use my Google Play account and bank card so he could play games. However, even though he is underage, he made multiple unauthorized purchases in the eFootball app without my knowledge. The total amount spent is approximately $59–$71.
When I discovered the issue, I requested a refund through Google Play, but my requests were denied. I also contacted my bank, but they said they couldn’t issue a refund and could only cancel my card.
In the past, I’ve successfully received a refund from Google Play in a similar situation, yet this time, despite the much higher amount, my request was rejected. My account and the app are not restricted or flagged, and all appeals have been denied.
Considering that these purchases were made by a minor and without my consent, I request a full refund of all unauthorized charges and ask that Google review the case carefully to resolve this unfair situation.
